 Abstract: National decision makers use cost-effectiveness analysis of healthcare interventions to provide evidence as to whether their introduction will increase the total health of the population. However, traditional approaches to economic evaluation do not account for capacity constraints and therefore produce results which only represent the long-run cost-effectiveness of the intervention. Limited health system capacity may constrain the proportion of patients who can receive the intervention and may impact its cost-effectiveness in the short-run.

In this presentation I will discuss three chapters of my PhD which sought to identify barriers to introducing examples of precision medicine for NSCLC, replicate published decision analytic models of the tests and treatments, and incorporate the identified capacity constraints into these models. I will discuss the impact of the constraints on the estimated cost-effectiveness and value of the intervention and provide a brief outline of future work which will examine the value of overcoming these constraints in terms of the additional incremental health benefits gained from treating more patients with the precision medicine.
